Outlook 2003 0×800CCC13 Error
Question:
I am running Windows XP and Outlook 2003. I have a number of email accounts being imported into my Outlook including a POP/SMTP account from gmail (google) and HTTP accounts from MSN.
With the current POP and HTTP accounts, I am able to send and recieve emails along with emails with attachments with no issue. I realize the HTTP accout are just synchronizing with my MSN.
I have recently updated my MSN accounts to be POP/SMTP accounts as well. I have been able to set all the settings such that I can send and receive emails without any issues on my MSN accounts. I can also receive emails with attachments. However, I can NOT send out emails with an attachment on my MSN accounts. I can still send emails out with attachments on my gmail account. The outlook error message I get is:
Task ’shooterXX@msn.com – Sending’ reported error (0×800CCC13): ‘Unable to connect to the network. Check your network connection or modem.’
My modem and network are obviously working and I can send emails with no attachments without any problem and I can still send email with attachments with my gmail account.
Can anyone provide what is holding this up? I contacted my local ISP (Qwest) who handles the MSN and there statement was that is was a Microsoft Problem in that Outlook is not syncronizing corrected with a “socket” issue.

What outgoing server are you using on the accounts that you have a problem with? You may have to use the smtp server of your isp.
