Ungracefully removing a domain controller

Question:
We have a domain controller that has experienced a hardware failure. We do not have the resources to rebuild the server and we want to remove it from the domain as it created an unnecessary level of redundancy anyway. Since the server is no longer online and cannot be put online, we cannot use DCPromo to gracefully demote the domain controller. The server was a global catalog, but not the only one in our domain. What are the steps we need to take to successfully remove the domain controller?
